　 党性”的概念是马克思主义学说的范畴，修养则是中国优秀文化传统的一个内容。是我们党把二者结合起来，创造了党性修养的理论和实践。为什么？从传统看。“修养”的原意是通过内心的反省，培养一种完善的人格。这是中国优秀文化传统的一个重要内容和特征。孟子提出：“修身、齐家、治国、平天下”。意思：正人必先正己，治国必先治家。中国历史上许多仁人志士从思想

　二、共产党员为什么要进行党性修养

　1、从客观上看，加强党性修养是时代的要求。

　1）国际局势

　冷战结束后，世界由两极向多极转变，这是当今国际形势的一个突出特点。国际格局走向多极化，使各种力量相互制衡，有利于世界的和平与繁荣。但是，世界多极化是漫长而曲折的过程，而不是现实。现实是美国一超独霸。所以，要把我们的军队教育好，把共产党员教育好，把人民和青年教育好。中国要出问题，还是出在共产党内部。”

　经济全球化

　经济全球化是当今世界的第二个特征。它有力地促进了世界各国经济的发展。但是经济全球化是一把“双刃剑”。对于发展中国家来说也有不利的一面，全球化不仅仅是经济领域的全球化，而且带动了政治、思想、文化等领域的全球化（如美国大片不仅仅是惊险、恐怖、色情，还体现着美国的政治理念、价值取向和文化观念），即“西化”、“分化”。科技进步日新月异

　科技进步日新月异是世界局势的第三个特点。19世纪，人类掌握的科学技术是50年翻一番，20世纪初是30年翻一番，70年代是5年翻一番，80年代则是3年翻一番，微机是1·8年更新一代。2000年每天网络外汇交易达15000亿美元，是中国外汇储备的近10倍，占世界外汇储备的90%；无序流动的资金达3万亿。在现代科学技术条件下，要搞垮一个国家很容易。江泽民同志所说：“这是一场全球范围的大竞争，任何国家、民族都回避不了。在这场竞争中，就如同逆水行舟，不进则退。”

　2）国内形势

　 。外资、独资、合作、私营、股份合作企业等等。到2001年底，我国非公有制经济占 国家GDP 的1/3，从业人员占城镇从业人员的29.3%（近五千万人）。出现了许多新的社会阶层。这给我们提出了新的课题：如何在非公有制经济领域中把群众团结在党的周围。

　 。在计划经济体制下，人们基本上都在政府直接管理的单位中工作，农村人口也全部组织在集体经济的组织中。如今则不同了，组织形式各种各样，2002年有社团组织20多万个，经济实体更多了。过去那种以机关和单位为依托，通过从上到下组织严密的部门和单位来实施党的领导的传统做法面临严峻挑战。

　 。在计划经济体制下，国家基本上全部承担了城市居民的就业要求（承担不了的，国家统一安排上山下乡），农村人口也全部有组织的进行生产。现在则不同了，就业不再由政府统一安排了。改革开放以来，我国出现了许多新的社会阶层，有“民营科技企业的创业人员和技术人员、受聘于外资企业的管理技术人员、个体户、私营企业主、中介组织的从业人员、自由职业人员等，而且，许多人在不同所有制、不同行业、不同地域之间流动频繁，人们的职业、身份经常变动。这种变化还会继续下去。在这种情况下，如果还用过去的方式来实施党的领导显然不行

　利益分配多样化 。改革开放以来，社会的收入分配再不象以前那样平均了，并且差距在拉大。据国家统计局调查，东、西部的经济发展水平差距很大。2001年，东部11省市人均GDP已达1600美元，而西部12省区市人均只有610美元。东部最发达的上海市人均GDP已达4500美元，而最不发达的西部省还只有350美元，相差近13倍。一些学者调查发现，目前城镇居民对生活状况不满者约占全国城镇人口的22%到45%（农村会更高），国有企业工人和农民这两个中国社会的最基本群体，均认为和被认为是收益最少的。如果一个社会的最基础阶层

　3）党内状况的特点

　 。党员的数量大幅度增加。我们党由一个53人（一大13名代表）的小党发展成为拥有6600多万党员的世界第一大执政党。党员的构成发生了变化。改革开放前，工农党员占绝大多数。进入新时期后，一些非工农职业的劳动者、企业管理人员甚至一些私人企业老板等，也开始加入党组织（有的以前就是）。党员的经济地位也发生了变化。在高收入和贫困这两个社会阶层中都有许多党员。干部队伍新老交替 ，一大批年轻干部走上各级领导岗位。35岁以下的党员达1480多万，占党员总数的22.3%。这给党的发展带来了新的活力，但也提出40岁上下的这一代年轻干部，还缺乏马克思主义理论的扎实功底，缺乏对中国历史和现实的系统了解，缺乏党内生活和艰苦环境的严格锻炼。有学者指出：老干部浴血奋战打下江山，有点失误，群众能原谅；年轻干部则不行。因此，能否建设一支高素质干部队伍，是我们党面临的新课题。

　 。我们党已经连续执政50多年。长期执政易出现的问题有四：一是容易产生脱离群众的倾向。二是容易滋生和积蓄既得利益。三是容易出现权力失控现象。四是容易失去生机和活力。

　 。十六大在总结五年来工作成就后指出，腐败现象仍然突出。中纪委副书记刘丽英说：“我们查处的腐败案件只是实际存在腐败问题中的很少一部分。很多问题还没有被揭露出来，有的即使揭露出来了也没有得到应有的查处，人民群众还不满意”社会转型期是腐败的高发期。一个国家的转型时间大概需要30—50年。我国现在正处在计划经济向社会主义市场经济的转型期。92年十四大提出要建立市场经济体制，十五大提出建立比较完善的市场经济体制，十六大提出到2020年建立起完善的市场经济体制。可见，我国计划，用30—40年时间完成2010年后可望得到遏制。

　6700万党员，是我们党面临的严峻考验。

　2、从主观上看，加强党性修养是每个党员的必修课，而且是终身的必修课

　周恩来：“人总是有缺点的，世界上没有完人。”“改造没有个完，一直到死，那时也不能说改造够了，只是比现在好一点。”可见，党性修养是无止境，不是一阵子而是一辈子的事。

　综上所述：

　一，加强共产党员的党性修养，是推动社会发展的需要。刘少奇同志在《论修养》中指出：“我们提出在社会斗争中改造自己的任务，这不是侮辱自己，而是社会发展的客观规律的要求。如果不这样做，我们就不能进步，就不能实现改造社会的任务。”社会发展的客观规律告诉我们：生产关系一定要适应于生产力的发展，上层建筑一定要适应经济基础。我们党遵循着这条规律，领导全国人民打碎了旧的生产关系和上层建筑，建立起了社会主义制度。在我们社会主义国家里，生产关系和生产力，上层建筑和经济基础，其基本方面是相适应的，但也存在着不相适应的一面。目前，在不适应的诸多方面中，党风的现状不适应社会主义现代化建设的需要是一个突出的问题。如果这个问题不及时解决，势必影响我国的经济体制改革和现代化建设，就会受到客观规律的惩罚。而要解决党风不正的问题，实现党风的根本好转，共产党员就必须加强党性修养。

　第二，加强共产党员的党性修养，是完成三大历史任务，全面建设小康社会的需要。本世纪头二十年，是一个必须紧紧抓住并且大有可为的重要战略机遇期，我们要全面建设惠及十几亿人口的更高水平的小康社会，建成比较完善的社会主义市场经济体制，到本世纪中叶基本实现现代化。我们面前的任务是伟大光荣的，也是十分艰巨的。我们的事业是前无古人的伟大事业，没有成熟的模式可以仿效，也没有现成的经验可资参考。在前进的道路上，我们还有许多困难需要克服，还有很多问题需要探讨和解决。我们要完成面前这样伟大而艰巨的任务，一要依靠党中央和各级党组织的正确而又坚强的领导，二要靠全体党员成熟老练地、运用自如地掌握和运用客观规律，去指导和从事革命实践。正象刘少奇同志在《论修养》中所要求的：“共产党员要在各方面斗争中改造自己，由一个们要完成面前这样伟大而艰巨的任务，一要依靠党中央和各级党组织的正确而又坚强的领导，二要靠全体党员成熟老练地、运用自如地掌握和运用客观规律，去指导和从事革命实践。正象刘少奇同志在《论修养》中所要求的：“共产党员要在各方面斗争中改造自己，由一个幼稚的革命者，变成一个成熟的、老练的、能够运用自如地掌握革命规律的革命家”。如果我们每一个共产党员都能够运用马列主义的基本原理，正确地处理和解决工作中遇到的各种矛盾，把广大群众紧紧地团结在党的周围，把自己锻炼成为成熟老练的革命者，那才能保证党的各项方针政策在本部门、本岗位上的落实，才能使党所描绘的宏伟蓝图得以实现。

　第三，加强共产党员的党性修养，是保证我们党的先进性的需要。党章明确规定：中国共产党是中国工人阶级的先锋队。党的先进性是它能够领导人民完成伟大历史任务的先决条件，而先进性的保持又赖于每一个党员自觉的党性修养。目前我们党员队伍的状况如何呢？最近北京市委分析了党员中存在的这样和那样的一些问题。这些问题虽然表现在少数党员身上，但影响极坏，它腐蚀了党员的党性，影响了党的先进性，损害了党的形象。这些问题从反面告诫我们：要保证我们党的先进性，也必须加强共产党员的党性修养，增强抵制腐朽思想侵蚀的能力。正象刘少奇同志所说：为了保持我们无产阶级先锋战士的纯洁，提高我们的革命品质和工作能力，每个党员都必须从各个方面加强自己的锻炼和修养。

　第四，加强党员的党性修养，是革命的长期性和复杂性决定的。我们应该看到，共产主义的实现，不是靠一两代人能够完成的，需要经过若干代人的共同努力。共产主义事业的长期性，决定了共产党员加强革命锻炼的修养的长期性。刘少奇同志指出：“无论是参加革命不久的共产党员，或是参加革命很久的共产党员，要变成很好的政治上成熟的革命家，都必须经过长期革命斗争的锻炼……加紧自己的修养。”可见，作为一名共产党员，党性修养一刻也放松不得，必须在长期的革命实践中，自觉加强党性修养。共产主义事业不仅是一项长期的事业，而且还是一个非常复杂的事业，作为领导这个事业的党和从事这个事业的每一个党员，不但要经受同外部敌人斗争的考验，还要经受革命队伍中内部斗争的考验；不仅要经受艰难困苦流血牺牲的考验，还要经受顺利、成功的考验；不仅要经过夺取政权武装斗争的考验，还要经过取得政权后、和平建设的考验。因此刘少奇同志在《论修养》中指出：“我们的党员，不但要在艰苦的、困难的以至失败的革命实践中来锻炼自己，加紧自己的修养”、“革命实践的锻炼和修养，无产阶级意识的锻炼和修养，对每一个党员都是重要的，而在取得政权以后更为重要。”今天，我们党成了执政党，党的地位的变化，容易使一些同志放松思想改造，出现腐化堕落、官僚主义、自由主义、以权谋私等现象，因些尤其要注意加强党员自身的党性修养。

　总之，社会发展的规律、完成伟大历史使命的责任、保持党的先进性的任务和革命斗争长期性、复杂性的实际，都要求共产党员加强自身修养，不断提高自己的党性观念。

　三、增强党的意识，加强党性修养

　怎样增强党的意识，加强党性修养？我们党员同志要增强党的意识，我们党员领导干部和非党员干部都要增强党的意识。党的意识内容丰富。作为党员要有权利意识、义务意识、纪律意识、先锋模范意识；作为党员领导干部除有普通党员所具有的外，还应有公仆意识，竞争意识、干群关系意识、大局意识等。具体地讲，当前我们主要增强以下意识：

　第一要增强党性意识。党性是衡量党员阶段觉悟的高低和立场是否坚定的准绳。新时期的领导干部必须重温和牢记：“中国共产党是中国工人阶段的先锋队，是中国人民和中华民族的先锋队，是中国特色社会主义事业的领导核心。”我们共产党员要不断增强党性意识和责任意识，在中共中央和党的各级组织的坚强领导下，坚持和落实好集体领导与分工负责制，很好地贯彻实践民主集中制的组织制度和领导制度，为中国特色社会主义伟大事业的顺利实现而努力奋斗。

　第三要增强竞争意识。竞争会带来压力，但也可以在相当广阔的范围内培植进取心、毅力和大胆的创造精神。我们每一个共产党员要学会竞争、敢于竞争、乐于竞争、善于竞争，要抓住新世纪激烈竞争所带来的机遇，加大我们工作的改革发展的力度，不断把我们的事业推向前进。
