　 一、小企业的界定标准：

　（一）定性标准：不对外筹集资金，是指不对外公开发行股票、债券的企业。

　（二）定量标准：根据国经贸中小企[2003]143号文件规定。具体标准如下：

　1、工业企业：职工人数少于300人，或者年销售额小于3000万元，或者资产总额小于4000万元；

　2、建筑业：职工人数少于600人，或者年销售额小于3000万元，或者资产总额小于4000万元；

　3、批发业：职工人数少于100人，或者年销售额小于3000万元；

　4、零售业：职工人数少于100人，或者年销售额小于1000万元；

　5、交通运输业：职工人数少于500人，或者年销售额小于3000万元；

　6、邮政业：职工人数少于400人，或者年销售额小于3000万元；

　7、餐饮和住宿业：职工人数少于400人，或者年销售额小于3000万元；

　1、公开对外筹集资金，即公开发行股票、债券的企业，应执行《企业会计制度》；

　2、规模发生变化，即连续三年不符合小企业的标准，应执行《企业会计制度》；

　《民间非营利组织会计制度》的主要特点

　财政部近日正式发布了《民间非营利组织会计制度》，自二○○五年元月一日起在全国民间非营利组织范围内全部实施。

　哪些组织属于民间非营利组织？

　社会团体、基金会、民办非企业单位、寺院、宫观、清真寺、教堂等都属于民间非营利组织。

　目前，我国民间非营利组织的现状、作用如何？

　截止2003年底，民政部登记注册县以上社会团体14.2万个，基金会1200家，民办非企业单位12.4万个。

　民间非营利组织简称非营利组织，在国际上通常被称为除政府和企业之外的“第三部门 ”，在国民经济体系中有着十分重要的作用，它可以为财政分忧，帮助国家解决一些社会救济、扶贫、教育、养老保健、医疗服务等社会问题。

　民间非营利组织会计制度的适应范围有几个特征？

　有3个特征，同时适应，缺一不可

　1、该组织不以营利为宗旨和目的；

　2、资源提供者向该组织投入资源不取得经济回报，换句话说就是任何单位、个人不因为出资而拥有非营利组织的所有权，收支结余不得向其出资者分配；

　3、资源提供者不享有该组织的所有权，也就是说非营利组织一旦清算，清算后剩余财产按规定继续用于社会公益事业；

　为什么要发布《民间非营利组织会计制度》？

　1、为了实现与《基金会管理条例》、《民办教育促进法》、《社会团体登记管理条例》、《民办非企业单位登记管理暂行条例》等法规的协调、配套，解决民间非营利组织适应会计范围问题。

　2、为了适应民间非营利组织健康发展的需要

　民间非营利组织的资金来源主要来自捐赠人的捐赠、会员缴纳的会费、向服务对象收取的服务费，对象很广、涉及公众多、影响较大。因此二者的沟通渠道的会计信息质量就显得尤为重要。因而，制定该制度，统一会计核算标准，可以规范其会计核算行为，提高其会计信息质量。

　3、有利于加强对该组织的外部监督与管理

　该制度要求要编制统一财务会计报告，及时反映其控制的资源状况、负债水平，资金使用及其效果、现金流量等信息。从而提高其会计信息的透明度，便于捐赠者、会员及政府主管部门等加强外部监督和管理，促进其规范发展。

　该制度有哪些特点？

　由于该制度在其形成过程中，既考虑了其组织特性，业务特点，又尽可能借鉴国际通行惯例，故该制度既兼顾我国国情，又与国际接轨，有以下8个特点：

　1、关于会计目标，将满足捐赠人、会员、服务对象、债权人、监管部门等会计信息使用者的决策需要，作为其会计目标。设计其会计报表体系和财务会计报告应予披露的信息。

　2、关于会计核算基础，引入了权责发生制原则，要求计提固定资产折旧，进行成本核算等，有助于加强资产、负债、成本管理，提高运营绩效，有效弥补收付实现制会计的不足。

　3、关于会计要素，设置了“资产、负债、净资产、收入、费用”五个会计要素，不存在核算“所有者权益”、“利润”问题，“支出”问题。

　4、关于会计计量基础

　坚持以历史成本为计量基础的同时，对于一些特殊的交易事项，如捐赠、政府补助等引入了公允价值等其它计量基础。

　5、关于净资产的核算、列报

　分为限定性，与非限定性净资产

　6、关于收入确认

　交换交易形成的收入，按照等价交换原则交易

　非交换交易形成的收入，按照非等价交换原则交易。

　7、关于费用的分类（根据其会计核算基础分为业务活动成本）

　 期间费用（管理费用、筹资费用、其它费用）

　8、关于财务报告内容及其组成

　至少报三份表，资产负债表、收入支出表、现金流量表，特殊需要时，还应报送会计报表附表等。

　哪些中介机构应熟悉掌握该制度？

　会计中介机构应当掌握熟悉《民间非营利组织会计制度》的各项规定，在接受执行该制度的民间非营利组织委托进行审计服务时，应以该制度为会计标准进行审计，提供审计报告。
