In particular,key projects to fight against drought and disaster arefew, consequently resulting in unreliable supply andresources to relieve drought. Therefore, it is quite difficu]tto develop and apply a water resource in Tibet and thewhole situation of water conservation is lagging behinddemand. Water conservation, to some extent, is still oneof bottlenecks holding back sustainable development ofthe society and economy in Tibet.
