　勤政方面

　今年我们紧紧围绕上级党委政府下达的目标任务开展工作，努力完成党委政府交办的各项工作和任务。

　 一、党组织建设工作

　1、加强组织建设

　今年将党风廉政建设作为社区党组织建设的工作重点。一方面，推进党务公开的规范化、制度化和长期性。把社区组织年度目标任务、工作计划等作为公开重点，长期公开;把工作进展、党费缴纳、群众意见反馈等定期公开;把上级重大决策、党员发展等及时公开。另一方面，加强党员队伍建设，把不认真履行党员义务、不遵守党纪国法、做出有损党的形象行为的党员进行严肃批评甚至处理。

　 2、开展创优争先活动自创先争优活动启动以来红菱社区党支部根据省市街道各级领导的统一安排和部署，立足实际，以科学发展观为指导，围绕服务群众促和谐，创先争优树典型的活动主题，通过扎实开展党组织争创五个好、党员争当五带头等鲜明具体、切实可行的活动，团结和带领全社区党员干部群众，从实际出发，改革创新，务求实效，

　统筹推进，充分发挥基层党组织的战斗堡垒作用和共产党员的先锋模范作用，积极参与了盈江地震捐款活动，社区支部全体党员共捐款 780 元;为隆重纪念中国共产党成立 90 周年，丰富党员活动形式，增进党员之间的交流，社区支部组织红歌合唱队编排了红色经典歌剧《江姐》选段《红梅赞》、《革命人永远是年轻》合唱歌曲参加了龙翔街道党工委主办的庆祝建党成立 90 周年文艺演出。

　 3、党员发展工作

　社区党员发展工作始终以坚持标准、保证质量、改善结构、慎重发展为原则，规范发展程序，把优秀的青年人才选到党组织中来，同时为选拔社区后备干部做好准备。目前，我社区现有党员 19 名，新发展党员 1 名，转正党员 2 名，教育引导并确定为积极分子 1 名。党员年龄结构较为合理，20-45 岁党员占 64%，受教育程度为年。

　 二、社区居委会工作

　1、社会治安综合治理工作：社区制定和完善了相应的管理制度和工作措施，为综合治理整体工作的推进构筑了有效的运行方式和组织制度保障。今年全年，我社区调委会共调解了民间纠纷 16 起，调解率为 100%。全年共上报工作简报 99 期。以确保重大节庆期间的社会稳定为工作重点，维护社区平安、和谐

　，确保社区社会稳定。2、工、青、妇、团工作：按照全市总工会提出的哪里有职工，哪里就要

　建立工会组织的要求，我们今年 9 月份已圆满完成街道工会工委给我们下达新建企业工会的任务。辖区目前截止共组建非公有制企业 60 个，其中今年新建工会小组企业达 19 家;建立团组织 3 家，开展夏令营活动 1 次。

　 社区妇联上报文明楼院 5 个，五好文明家庭 3 户，积极开展了工、青、妇工作百日会战的任务。3、计划生育工作：全年计生、 计协宣传活动举行了 16

　次，举办计生、计协培训讲座 8 次，收取计生、计协经费共计 1200 元;向外来务工人员发放宣传包 1500 只，一年来社区未发现有违法生育现象发生。4、科普、文体、健教工作：组织文体、科普活动 8 次其中是建党 90 周年文艺表演、篮球比赛，海鸥节迎新年健康跑，

　青少年夏令营活动等，共有 110 参加;健康教育工作今年利用黑板报宣传健康知识 12 期、上街宣传 8 次、大型专题讲座 4 场，发放各类资料 11400 份。

　 廉政方面

　一是加强作风建设，我的工作就是上为党委政府做好服务，下为群众办实事。因此，在任何时候，都要做到权为民用、勤政为民。围绕勤政廉政，我着重做了以下三个方面工作，一是加大党务、政务公开力度。二是全面加强党员干部的责任意识、x 意识和形象教育意识，坚持做到四个一：即说好每一句话，办好每一件事，接待好每一个群众，做好每一天工作，使社区的整体服务水平上升到一个新的高度，

　树立良好的干部形象。三是切实解决群众关心的热点问题，把群众关心廉租房、经济适用房、低保等问题都严格按程序进行清查、审计、报批和公示，公开化操作，真正做到给群众一个明白，还干部一个清白，切实把实事办实、办好。

　 二是认真开展批评与自我批评，自觉接受广大党员和群众的监督。基本做到了五个没有：没有强迫命令，独断专行;没有以权谋私，与民争利;没有擅自处理集体的资金和财产;没有利用职权挪用、救济、低保等专项资金;没有以任何理由向居民乱摊派，乱收费。

　 总之，一年来本人能够根据上级的要求结合社区的实际情况，较圆满地完成了各项工作任务。当然，这与上级领导的要求和社区广大群众的期望还有很多不足。在今后的工作中，我将始终保持戒骄戒躁、谦虚谨慎的作风，继续发扬优点，不断完善自己，始终与党委政府保持高度一致，做到目标同向、思想同心、行动同步，并结合实际，创造性地开展工作，努力完成上级交办的各项工作，力争各项工作再上一个新台阶，让社区的社会经济发展呈现一个新局面。

　我叫 xx，现为成庄矿综掘二队主管技术员。在这一年来，我依照矿以人为本，安全第一，生命至上的安全治理理念。在上级领导的正确领导下，协助队长带领全队职工，

　积极投身生产，严格安全治理，上下齐心协力，圆满完成了各项工作任务。

　 一、思想政治方面

　煤矿治理工作是一项环节复杂、技术性强的非凡行业，作为队长，不但要业务强，更需要政治思想素质高。我作为一名管理人员，多年来，在作好业务治理的同时，注重政治思想的学习。认真贯彻矿提出的各项安全生产思想，领会其中的精神，使自己在做好业务治理的同时，政治思想水平得到很大提高，为以后工作的开展奠定了坚实的基础。

　 二、自我鉴定方面

　我认为，治理从应用到具体实施，必须从基础做起，从日常做起，从实践工作着手，使其更规范、更具体，并能得到重视，体现出严厉性。为此，我作为技术员，必须要自我加压，不断学习，开拓思路，狠钻业务，同时认真进行作业规程的编制。在平时的工作中，本人爱岗敬业、思维严谨、作风踏实、严格安全生产治理。以搞好生产为职责，以安全治理为己任，努力提高治理水平，全身心的为赵固矿的发展积极贡献。

　 三、廉洁自律方面

　在行业作风建设和廉洁自律方面，始终认真落实党风廉政建设责任制，严格要求自己，认真学习有关党风廉政建设法律、法规，果断贯彻执行中心和上级关于廉洁自律的

　若干规定，自觉遵守矿上的各项准则与规定，严格要求自己，牢记党的宗旨，坚持立党为公，执政为民，坚持利为民所谋、权为民所用，不以权谋私，严守法纪，秉公尽责，依法办事。经常告戒自警、自重、自省、自励，在新形势下，把好权力关、金钱关、人情关，做到职责清白;在工作之余，严格自律，治理好自己，做到慎独、慎行、慎吃、慎交，自觉把自己言行置于法律、群众的监督之下。加强自律，廉洁从政，以身作则，不断加强自我教育，自我加压，努力做到严于律己，清正廉洁，警钟长鸣，本人无违法乱纪现象。

　 回顾这一年来的工作，自己还存在很多不足，在今后的工作中，我将以科学的发展观作为新的理念，以取得的成绩作为新的起点，自己决心不断学习新知识，研究新问题，积极推广应用新技术，新工艺、完善技术治理，将学到的知识最大限度地运用到工作中去，按照建设标准化矿井要求，为我们和谐矿区的建设贡献自己的力量。

　根据县纪委、县委组织部《关于开展党政领导干部20xx 年述职述廉工作》的通知，为了加强党风廉政建设，促进干部勤政廉洁建设，现将本人 20xx 年度在履职、勤政廉政等方面的情况述职述廉报告如下，请予以评议：

　20xx 年，本人在局党委的集体领导下，依靠班子的活力和集体的智慧，在县委、政府的领导下，在州公安局的业务指导下，在局党委的统一部署和安排下，在各科所队室的配合支持下，在全局民警的帮助下，在政工干部的努力下，以实践科学发展观为指针，组织全局民警开展深入学习实践科学发展观活动，团结拼搏、开拓进取、扎实工作、转变作风、深入基层，站在一盘棋的高度，狠抓了全局的队伍管理思想政治工作，牢固树立抓队伍是关键的观念，为增强民警的爱岗敬业精神，提高民警的业务水平，努力做到在执法中搞好服务、在服务中强化执法。实现了全局政治思想工作有起色、有进步,基本完成了政工方面的各项工作任务目标，使学习实践科学发展观活动得到县委的表彰奖励，并得到省、州、县领导的充分肯定，个人被县委通报表扬。

　 一、一年来履行职责的主要情况

　加强自身政治业务素质，狠抓全局队伍建设。

　 抓政治建警。牢固树立立警为公、执法为民思想理念，加强政治思想建设，树立全心全意为人民服务的宗旨意识。在学习方面：一是认真学习马列主义、毛泽东思想、邓小平理论、x 重要思想、学习实践科学发展观相关读本，学习党的路线、方针、政策，党和国家的政令、政纪，使自己在理论上得到很大的提高，政治上保持清醒。

　 二是认真攻读和学习《干部任用条例》、《党内监督

　条例》、《纪律处分条例》、全国、全省、全州公安工作与思想政治工作中组织、人事等与政工密切相关的有关业务书籍，使自己在业务上有很大提高，避免在业务决策时出现失误;三是注重实践中学习和提高，为搞好工作，进入业务角色，工作中十分注重谦虚谨慎，多请示领导，多与州局政治部、县委组织部、县人事局联系，多向民警们征求意见，边学边干，以取他人之长来补自己不足。通过学习理论来指导自己的工作，以提高自己的业务素质，使自己在工作中能按时按量完成各项业务工作。自己在一年的学习中撰写读书笔记 2 万余字、心得体会 2 篇、履职报告 1 篇。

　 抓从优待警。为构建和谐警营，提升民警工作的主观能动性、调动民警的工作积极性，我以推进和谐警营建设为主线，落实从优待警措施，切实在政治上关心民警，精神上鼓励民警，工作上爱护民警，生活上体恤民警，最大限度地增加内部的和谐因素，努力营造心齐气顺风正劲足的良好氛围。积极推出了从优待警十条措施，从生活上、工作上、待遇上关心民警。还组织民警参与感党恩、唱红歌文艺晚会，民族体育竞技活动、拔河等文体活动;组织民警参加了全州公安机关第三届文艺汇演暨首届警营文化周活动，积极筹备x 年春节联欢晚会和警营文化建设，形成健康向上氛围，树立民警自信，增强集体荣誉感。

　 同时组织全局在职民警 312 人、工人 11 人、离退

　休人员 67 人体检;针对今年甲型 h1n1 流感疫情，为民警和部分协勤注射流感疫苗;还开展了民警生日慰问活动，在每名民警生日时送上生日蛋糕和生日礼物以及局党委的慰问信;与县人民医院协商，开通了民警医疗救护绿色通道;在春节前夕向全局民警、离退休民警、消防官兵 500 余人送去了局党委的《慰问信》;组建了家政服务队，开通了警营 110，并向民警家属发了《致全局民警家属的一封信》300 余份。

　 抓从严治警。强化监督管理，增强民警的自律意识和自觉性。一是开展正面示范教育和反面警示教育，以发生在身边的事例警醒民警，增强民警自律意识和自觉性;二是加强加强对日常的内务管理，促进队伍正规化建设;三是认真贯彻落实五条禁令、五个严禁、十条警规，多次开展队伍建设的督导检查;四是加强作风建设，推进落实警务公开。

　 抓教育培训。开展了轮训轮值，战训合一，着力提高民警素质。一是实行机关、派出所民警分批进行集中训练，参加城区治安巡逻，提高民警的实战能力，一年来已开展了6 期轮训轮值，为强化队伍建设年活动，组织全局民警考试;二是加强信息化培训，向科技要警力、战斗力，组织民警提高网上办公能力，组织民警开展了信息化考试;三是组织开展处突实战演练，提高应急处置能力。

　 抓构建和谐警民关系。一是推行了消防、交警、治安的便民利民措施，改善服务态度、提高服务水平，增强民

　警工作能力，建立亲民公安队伍。同时，建立政工纪委执法监督制度，及时发现问题，及时整改;二是以学习实践科学发展观活动及大走访活动为契机，组织全局民警为白沙乡捐款 34100 元帮扶困难群众和修建公路，同时组织民警为木引瞿少海家捐款;三是制定了《瓮安县公安局关于民警帮扶留守儿童、孤寡老人、特别困难户的通知》，要求每名中层以上干部负责帮扶 3 户，每名民警负责帮扶 1 户。通过这些为民办实事好事的举措，切实拉近了警民和谐关系。

　 加强政治理论学习，狠抓政工各项业务工作

　为适应新时期的公安工作。一是加强了自身的学习修养，适应工作需要，与党委成员共事中做到大事讲原则、小事讲风格，讲团结、不攀比、比实绩、轻实惠，不越权、不越位。二是自觉维护党委的权威性，发挥党的战斗堡垒作用，做到心往一处想，劲往一处使，凡是党委作出的决定，自己率先垂范执行，要求同志们不做的自己首先不做;要求同志们做到的自己首先做到。做到有令即行，有禁即止,在干部人事问题上，严格按照《干部任用条例》开展工作，充当好班子成员中参谋助手作用。

　 三是扎实抓好队伍政治思想工作，本着交心、谈心的思想进一步了解民警想什么、盼什么、怨什么、需什么的原则，进行了交心、谈心，从多方面找干警谈心 46 人次;为掌握队伍思想状况，写出了 1 份有价值的思想动态分析报告;

　为落实从优待警，对 22 名生病的民警组织了看望;对 14 名民警家中有婚丧嫁娶的进行了慰问;对 67 名有政策兑现民警个人的福利，按政策进行了兑现;对 55 名科所队长以上干部选送到省、州参加培训;对 234 名民警符合条件的晋级、晋衔，按规定进行了上报办理;对 26 名试用期满的副科级干部和 17 名连续在派出所工作 15 年以上的同志上报县委组织部要求进行考察;对 6 名科所队长因工作需要办理了任免手续;对 28 名民警的工作岗位进行了调整;对内设机构中层干部副科级缺位 24 个职位、派出所 25 个职位按程序上报要求组织部考察选定人员。

　 四是挂靠政工监督室兼任办公室工作的有科学实践发展观、大走访等一系列活动均抓出了成效，省、州公安机关转发了我局的经验作法，得到州、县、局领导对工作的肯定。五是抓好公安宣传工作，为弘扬正气，宣传典型，制定了《公安宣传工作意见》和《公安宣传奖励办法》，动员组织全局民警积极写稿，许多好的经验做法被多家媒体宣传报道。自己带头撰写公安工作方面的稿件，全局在各级媒体共刊发稿件 125 篇，州级以上媒体刊稿 52 篇，县级媒体刊稿 73 篇。其中高考期间组织全局警车义务接送考生新闻在贵州电视台新闻联播中得到播出。还编制印发了《安全防范知识读本》1 万册，发放《致全县人民群众的公开信》、《致学生家长的一封信》4 万余封。

　六是抓老干部的工作，我把离退休老干部工作与政工的其他工作同安排、同部署、同落实，经常看望慰问离退休老同志，积极为老干部们排忧解难。七是抓好工会、妇委会、共青团工作。我按照业务部门要求做到工作有计划、有总结，积极开展各项活动。八是抓好党建工作。与 18 个支部经常联系，深入了解，扎实抓好新党员的培养和发展工作，一年来发展新党员 11 名，考察转正 5 人，确定入党积极分子 15 名。同时在草塘开展相约警备室活动和各项党建工作。

　 加强勤政廉政建设，搞好自身修养

　一年来，自己作为一名局领导班子成员，很注重廉洁自律，认真履行职责。我始终把自重、自警、自省、自勤作为座右铭，把慎初、慎微、慎独、慎欲、慎家作为行为准则，时时处处严格自律，保持了良好的个人形象。能自觉遵守党的纪律，从不搞特殊化，要求别人不准做的事，自己首先不做，在人事调整、案件办理等重大问题上，坚持按原则办事，从不掺杂任何私情、从不谋取私利，时时处处以身作则，率先垂范，以实际行动带动影响班子成员和下属，自觉抵制请客送礼、挥霍浪费、索贿受贿等各种歪风，始终坚持廉政勤政，严格执行领导干部廉洁自律的五不许。

　 坚决贯彻落实中纪委十条规定并遵守廉洁从政规定，始终坚持八个方面良好风气改进领导作风的情况。自己对照检查，履行岗位职责和党风廉政建设责任制情况不存在

　五不许中的任何一种情况。同时，自觉用党的纪律严格要求自己，用中纪委关于领导干部廉洁自律《廉政准则》的八条规定作为我的行为规范，在工作中，未接受可能影响工作的礼物和宴请，没有以权谋私，对照有关文件规定，本人没有其他违规违纪行为。

　 二、工作中的不足

　一年来虽然做了一定的工作，但离领导的要求还有差距，离民警的期望还远，自己回顾和总结，评心而论，和大家一道为瓮安公安事业做了一些工作，我认为自己学习上是刻苦的，工作是勤奋的，为人是清白的，工作是有一定成效的。但我反思我自己，仍存在着一些不足。

　 一是学习不够，深入基层不多，调查研究还少，导致关心民警不够，解决具体问题和实际困难少;二是对落实从优待警、激发民警的活力，开展各项文娱活动工作抓的力度不够;三是了解民警的政治思想工作不够，研究不多，关心不多，认识不足，主动与科所队长和民警的交心谈心少;四是学习中缺乏钻劲和挤劲，抱有实用主义态度，与本职工作密切关系的就学习细一点，与本职工作关系不大的，往往一扫而过;五是改革公安意识不强，在适应创建和谐社会上有差距;六是自己开展批评与自我批评不够，有时开展工作心存疑虑、患得患失。

　 三、今后努力方向

　在我的工作中，我深知，是组织对我的信任和考验，我始终对工作恪尽职守，始终竭诚忠实于瓮安这块热土，忠实于瓮安人民，忠实于瓮安公安事业，做到权为民警所用，情为民警所系，利为民警所谋，始终做人民的公仆。

　 这次述职述廉，对我本人是一次有效地启迪和激励，对今后工作进一步指明了方向，我要以这次述职述廉为契机，振作精神，激励斗志，更好地履行职责。在具体工作中，要努力做到以下几点：

　1、端正学风，解放思想，实事求是，更新观念。进一步增强全局观念和服务意识，进一步增强政治敏锐性和鉴别力，增强工作的原则性、系统性、预见性和创造性，深入调查研究，积极摸索、总结，为班子正确决策多提出一些好的建议和意见，更好地工作，开展好工作。

　 2、强化队伍教育管理。坚持政治建警、依法治警、从严治警的方针和真抓、早抓、主动抓的指导思想，针对崔亚东厅长来瓮安提出的队伍不能出问题，进一步反思，强化队伍教育和管理，深入持久开展创满意活动，进一步规范各项执法活动，带出一支面貌全新的队伍。

　 3、发扬党的优良传统，积极开展批评与自我批评。增加工作透明度，坚持民主集中制，在言行上与局党委班子保持一致，坚决拥护和支持局长、政委的工作，不出杂音，虚心听取群众意见，关心民警的疾苦，让群众作为自己正衣

　冠、正言行的镜子，并做到：既敢于管理，又善于管理;既要开展批评，又要做好思想工作。

　 4、增强工作责任心，转变工作作风。在局党委新班子的领导下，进一步抓好、抓实自己职责的工作，注意调动干警的积极性，关心基层、服务基层，多为基层办好事、办实事。用满意换民意，以公心聚警心，处处严于律己，以身作则，率先垂范，临之以境，导之以行，时时处处都要以党的利益为重，严格党的纪律行事，始终做到讲学习、讲政治、讲正气，把人要精神，物要整洁，说话和气，办事公道作为自己工作的标准。

　勤政廉政述职报告

　xx 年，在市委、市政府的正确领导下，本人认真践行 x 重要思想，坚持立党为公，执政为民的根本宗旨，把发展作为党委工作的第一要务，抓队伍建设，建高效政府，保社会稳定，促经济发展，团结带领全镇广大干群奋力拼搏，开拓创新，较好地完成了市委、市政府下达我镇的各项目标任务。

　 一、抓思路，调整结构。

　 年初同班子成员一道集思广益，从鲁庄镇情出发，走区域特色之路，确立了保持稳定，优化环境，立足资源，工农并举，拉高坐标，加快发展的发展思路，制订了突出一

　个主题，抓住一个重点，确保三条底线的工作方针。工业上，在做好冶金粉末、精铸、电线电缆等传统行业的同时，我们发挥资源优势，以资源效益最大化为出发点，对煤矿和非煤矿山加大了开发力度，尤其对困难重重的邢村煤矿，作为资源优势向经济优势转化的重点工程来抓，月份正式与豫联集团签订了开发协议，目前已投入万元的邢村煤矿年底即可正常生产。非煤矿山目前也已开发矿井多眼。农业上积极实施一村一品和五个一工程，使传统农业向优质高效农业转变。

　 二、抓稳定，力促发展。

　 稳定是一个地区经济发展的前提条件，人民群众安居乐业的根本保证。一年来，在抓稳定上我们下真功、出实效，建立了稳定工作的四道防线。一是建立了信息网络机制。以村治保主任为主要成员组成了基层信息网，做到敌动我知，未动先知，未雨绸缪，防患未然;二是建立了长效专控机制。对*人员进行一盯一控制，实行镇、村、组、户四级监控，在敏感时期对重点人员重点监控。三是建立了快速反应机制。制订出台了应急预案，加强对紧急事件、突发事件地处置。四是变*为下访。实行领导包案，及时化解难点、热点，保证了全镇社会大局稳定。通过这些行之有效的机制建设，使全镇全年小事不出组，一般事不出村，大事不出镇，全年未发生一起集访、群访、越级*案件。

　 三、抓环境，创新条件。

　环境就是生产力。鲁庄镇镇村道路年久失修，坑坑凹凹，直接影响着鲁庄的形象，鲁庄的发展。因此今年以来，我们把环境建设做为树鲁庄形象促经济发展的重点工程来抓。在硬环境方面，把年确定为道路建设年。回鲁公路升级改造近段即可完成回郭镇到小相段的铺油。村级确定的项重点工程中有项也是道路建设，目前已基本上完成。在软环境方面，我们出台政策，制订措施，解放思想，纳商兴商，低门槛迈进，高质量服务。年初，我们制订了多项招商引资优惠政策，要求各有关部门切实提高服务质量，一切为经济发展开绿灯。在为农民服务上，充分发挥六个专业协会的作用，全年共组织了次科普专题讲座，促进了养殖业的快速发展。仅养猪一项，目前已出栏生猪.万头，存栏达万头，使鲁庄成了商品猪的集散地。

　 四、抓干部，带好队伍。

　 今年以来，我们强力抓好三支干部队伍建设。一是领导班子队伍。加强班子团结，制订了多项领导班子建设制度，做到各种工作制度化。尤其是我作为一把手，坚决克服了一言堂、家长制的作风，做到了各项决策科学化、民主化。可以说在鲁庄较差的经济环境下，一年来我们能干出一些成绩，做成一些事情，是靠团结拼来的，靠吃苦干来的，应该归功于全体镇村干部、尤其是班子成员。二是机关干部队伍。年初我们实行了中层干部竞聘上岗，调动了每个干部想事、

　谋事、干事、成事的积极性。在夏秋两季秸秆禁烧、防非、防汛、三讲一树以及稳定工作中发挥了重要作用。同时，我们在条件较为困难情况下，实行集中办公，提高了办公效率，受到了群众好评。三是基层组织队伍。按照基层组织建设的双强要求，我们调整了个村的班子，力求逐步解决村级基层组织软、弱、瘫、散现象。同时，我们强力抓好教育系统和非公有制企业的党建工作，建立了个非公党支部，向个企业派驻了党建联络员。

　 五、抓作风，务求实效。
