At the Ministerial Meeting of the Group of Friends of the Global Development Initiative (GDI) he chaired in New York City on September 20, State Councilor and Foreign Minister Wang Yi put forward new ideas on its development.
Wang said China is ready to strengthen strategic synergy with UN development agencies and work with the countries of the Group of Friends to take seven more steps to implement the 2030 Agenda for Sustainable Development:
● Releasing the first list of the GDI project pool, including 50 practical cooperation projects in areas such as poverty reduction, food security and industrialization and 1,000 more capacity-building projects. All parties are welcome to put forward new project proposals in light of their own needs and continue to enrich the project pool under the initiative.
● Advancing the Food Production Enhancement Action.The Chinese Academy of Agricultural Sciences and the International Research Center of Big Data for Sustainable Development Goals will sign cooperation agreements respectively with the Food and Agriculture Organization to cooperate in areas such as digital and innovative agricultural finance, animal and plant disease prevention and control, as well as sustainable soil and water management.
● Promoting the Global Clean Energy Cooperation Partnership, deepening practical cooperation with the International Renewable Energy Agency and other countries,pushing for the transition to renewable energy and realizing a more sustainable energy security.
● Advancing cooperation on “Smart Customs, Smart Borders, Smart Connectivity,” and working with international organizations such as the World Customs Organization and other countries around the world to build a smart customs network and boost connectivity of supply chains in the digital era.
● Initiating a world alliance of digital education to strengthen international cooperation in this respect, energizing the development of education through digitalization, and enhancing the accessibility of education resources.
● Launching the Bamboo as a Substitute for Plastic Initiative jointly with the International Bamboo and Rattan Organization to effectively tackle plastic pollution and give a clean and beautiful Earth to future generations.
● Announcing China’s decision to share data obtained from the satellite-it launched in November 2021 with the rest of the world to help other countries with their research and policymaking regarding sustainable development.
Wang called on the international community to make joint efforts to advance the GDI, putting forward a three-point proposal:
● It is necessary to promote greater coordination and efficiency, and strengthen the leading role of the UN development system.
He urged efforts to synergize the GDI with mechanisms such as Global Crisis Response Group on Food, Energy and Finance,and High-Level Political Forum on Sustainable Development.
At the UN level, a working mechanism for advancing the initiative should be established as soon as possible, and relevant specialized agencies should take the lead in synergizing the key areas of the initiative according to their main responsibilities,making good use of the Global Development and South-South Cooperation Fund and the UN Peace and Development Trust Fund to mobilize and pool more resources.
● It is necessary to uphold extensive consultation, joint contribution and shared benefits, and pool collective wisdom and strength.
Wang called for promoting mechanism building for the Group of Friends, designating coordinator countries in important fields and regions, integrate the initiative with various countries’development needs as well as regional and sub-regional strategies, and proposing new projects.
Members of the Group of Friends should strengthen strategic communication, continue to speak with one voice, and work together for positive outcomes at the mid-term review of the 2030 Agenda and the Sustainable Development Goals Summit next year.
● It is necessary to champion inclusiveness and common progress, and reinvigorate global development partnerships.
Wang voiced hope that developed countries will fulfill their official assistance obligations, participate in GDI projects, and provide more support for developing countries and for underdeveloped countries and small island states in particular.
He expected the World Bank, the Asian Development Bank and other international and regional development institutions to actively participate in the initiative, and provide more financial support for developing countries.
