基于保密安防系统工程的研究

摘 要：保密工作历来是党和国家的一项重要工作。政府性机构、国防、军队等单位有保守国家秘密的义务，也是长期开展的一项重要工作，它关系着国家的安全和利益。鉴于保密工作的严峻性，各单位都在进一步实施保密安防监控系统工程，承担国家秘密的各级政府性机构、科研单位的要害部门、部位、重要建筑目标和有特殊使用功能高风险建筑物（及其群体）的保密安防工程建设日趋重要。保密安防工程的建设，应符合国家有关法律、法规的规定。还应符合国家现行工程建设强制性标注及有关技术标注、规范。本文描述了保密安防系统子系统建设及防范功能、设计阶段的原则及重点、实施阶段应注意的问题、检测及验收阶段的注意事项。对保密安防系统的建设单位、监理单位、承建单位具有一定的借鉴作用。

Abstract：Confidentiality has always been an important task for the Party and the state. Government agencies， national defense and military units have the obligation to keep state secrets. It is also an important work carried out over a long period of time. It concerns the security and interests of the state.In view of the seriousness of confidentiality work， all units in the further implementation of confidential security monitoring system engineering， assume state secrets at all levels of government agencies， scientific research units of the vital departments， sites， important construction objectives and special use features high-risk buildings And its groups） of the security construction is increasingly important security. The construction of confidential security projects shall comply with the relevant state laws and regulations. But also in line with the national mandatory construction of the current mandatory labeling and related technical labeling， norms. This paper describes the construction and security functions of the security subsystem， the principles and key points in the design phase， the problems to be noticed in the implementation phase， the precautions during the inspection and acceptance phase. The security of the building security units， supervision units， the construction unit has a certain reference.

保密安防系統是承担国家秘密的各级政府性机构、军事单位、航天单位、科研等单位的要害部门、部位、重要建筑目标和有特殊使用功能高风险建筑物（及其群体）的保密安防防范功能。保密安防工程的建设日趋重要。保密安防系统的防止失、泄密功能就是针对所防范的范围和能够产生泄密的途径进行系统的防范。其主要内容是：封锁必要的区域、控制限定的区域；对涉密人员、涉密物体实施授权，并实行有选择的跟踪和音视频监控，包括限定涉密人员的出入及流动，限定涉密载体、介质和涉密文件、涉密产品、半成品、材料的出入、流动及使用，限定涉密机器、设备的使动和移动，还包括探测与报警；对无关人员实施进入限制，对无关人员的进入及活动发出报警。保密安防系统的建设过程主要有系统的设计阶段、实施阶段、系统检测及验收阶段。
1 保密安防系统建设及防范功能
事实证明，在保密工作中，仅仅依靠现有的保密制度、措施和保密意识还不行，还不足以应对各种无意或有意的失密、泄密行为与事件，要有强有力的保密安防系统来应对。
显然，保密就是控制秘密的知悉范围，保护各级秘密仅能在授权范围内传播、使用，防止秘密被未授权传播、使用。而这些“控制”、“授权未授权”、“保护”等等，正是保密安防系统的“长项”，除了安全防范系统，还没有其他的哪个系统能够担此重任。作为维护公共安全、国家安全的重器，安全防范系统也应该担此重任。
安全防范系统作为专门的保密安防系统如何延伸到保密系统呢？分析如下。
