空管行业文化根植于民族文化借鉴外来文化

摘 要 空管文化是在空管系统长期的建设发展中共同创造、沉淀而成的，是颇具空管特色的精神财富、物质成效、管理模式以及传统习俗和行为作风的集合体。是国家民族特定政治文化在空管航行业的具体体现和生动实践，引领空管行业不断向前发展，是其发展的内在支持和动力，是行业行为的方向标，是工作人员的精神食粮，同时也是空管行业对社会的重要承诺。中国的传统文化是其生存与发展的根基和文化资源，外来文化特别是外来空管文化的积极成果是值得其认真借鉴的文化资源。古今中外的文化构成空管研究和建设不可脱离的文化背景。因此，空管行业文化根植于民族文化借鉴外来文化。

Air Traffic Control Industry Culture Rooted in National
Culture and Learn from Foreign Culture

Abstract ATC is formed in the ATC system construction and development of culture in the long-term， and jointly create precipitation， is a characteristic of spiritual wealth and material control effectiveness， management mode and traditional customs and behavior style collection. Is the embodiment of specific national political culture in the ATC air traffic industry and vivid practice， leading the ATM industry development， the development of the inner support and power， is the industry behavior direction， is the staff"s spiritual food， but also to the ATM industry important commitment to society. China"s traditional culture is the foundation and cultural resources for its survival and development， and the positive results of foreign culture， especially the culture of foreign air traffic control， are the cultural resources which should be used for reference. At all times and in all countries cultural composition can not be divorced from the cultural background of the research and construction of air traffic control. Therefore， the air traffic control industry culture is rooted in the national culture.

1 民族文化是空管文化的根源
空管文化是指人的活动，人的行为与活动是受到相应的文化传统、思维习惯、心理素质、法律准则等约束的。而空管文化则是以相应的民族文化为基础，从而受到社会的认可，为管制主体所接受。可以说，民族文化是空管文化的根基，空管文化是民族文化在空管领域的投影和具体化。[1-3]空管建设的焦点必然落在人的身上，人及人具有的民族文化素质成为空管建设的核心和灵魂。空管建设者必须从本国的国情、民情实际出发，选择相应的模式，确定适当的空管文化战略。所谓民族文化指的是某一民族在相对隔离的环境中发展而成的，具有一定的特色。民族文化间具有较大的差异，尤其是不同的民族以及不同时代的社会政治文化、经济文化、精神文化、制度文化的差异，是造成世界各国空管文化模式差异的根本原因。中华民族整体文化为传统文化和以中国共产党为领导核心的社会主义民主政治文化，决定了我国现行的集中与分散结合的空管制度文化，注重集中的管理以及分步分阶段地实施。[4-5]
2 军事文化是空管文化的发源
与世界许多国家一样，我国空管系统于軍事航空体系同源发展，由国家统一投资规划与建设，留着深厚的军事文化烙印。许多国家因此形成空管行业文化，彰显军事文化中的忠诚、责任、意志和纪律等特质。空管文化中的忠诚品格关乎服务方向、服务宗旨的政治性集中考量，其基本内涵是忠于国家和社会。
