      言 xxxxxx 水电站(xx 坝址)位于 xx 县 xx 村,是 xx 干流(梅城以下河段)规划的四个梯级中的最下游一个电站(其上游依次是西阳、丙村、单竹水电站),由 xx 梅雁企业(集团)股份有限公司投资兴建。

     1998 年 6 月,由水利部珠江水利委员会勘测设计院完成了 xx 水电站(河背村坝址)的可行性研究,并已上报待批,但电站业主——梅雁集团公司在筹建工作中由于松口镇淹没处理难于实施,同时梅州市政府将蓬辣水电站作为扶贫项目,坝址下移至 xx 县境内,委托设计部门重新进行选择坝址,最后确定坝址下移至距原河背村坝址约 13 ㎞处的 xx 县 xx 村,并得到批复。

     1999 年 3 月,业主委托中国科学院南海海洋研究所完成本项目 xx 坝址的环境影响评价工作。1999 年 12 月 6 日环评报告书得到 xx 省环保局批复(粤环建字[1999]109 号)。

     本项目 2000 年 9 月动工兴建,2002 年 7 月投入试运行。我站受梅雁企业(集团)公司委托,经请示省环保局同意,完成本建设项目的环境保护竣工验收调查报告的编制工作。

     1 编制依据和目的 1.1 编制依据 ①中国科学院南海海洋研究所等编制的《xxxxxx 水电站(xx 坝址)环境影响报告书》,1999 年 8 月; ②水利部珠江水利委员会勘测设计研究院编制的《xxxxxx 水电站(xx 坝址)可行性研究报告》,1999 年 8 月; ③中华人民共和国国务院令 253 号“建设项目环境保护管理条例”,1998 年11 月 29 日; ④xx 省八届人大常务会通过《xx 省建设项目环境保护管理条例》,1994 年 7月 22 日; ⑤国家环境保护总局《建设项目环境保护设施竣工验收监测技术要求(试行)》, 2000 年 2 月; ⑥国家环境保护总局《建设项目竣工环境保护验收管理办法》,2002 年 2 月; ⑦水利部、能源部《水利水电工程环境影响评价规范(试行)》(SDJ302-88); ⑧《环境影响评价技术导则水利水电工程》(HJ/T88-2003); ⑨委托书。

     1.2 执行标准 ①《地面水环境质量标准》(GB3838-88)Ⅱ类标准; ②《污水综合排放标准》(GB8978-1996)一级标准。

     1.3 参考标准 ①《地表水环境质量标准》(GB3838-2002)Ⅱ类标准; ②《xx 省水污染物排放标准》(DB44/26-2001)一级标准。

     1.4 编制目的 ①调查本项目在建设期和试运行期间,业主对 xx 省环保局关于环评报告书批复内容的落实情况和环保“三同时”的执行情况; ②调查水库蓄水后,库区及下游水质的影响情况; ③调查项目建设对生态的影响,分析库区水生生物物种类型与数量是否发生变化,沿岸生态是否有变化,采取了哪些保护措施; ④调查该项目建设的水土保持,移民安置,通航能力,淹没处理的合理性情

     况分析;调查地质环境、水文环境的变化情况; ⑤提出结论和建议。
