现状与趋势：国内外公众参与研究的文献分析

摘要：公众参与逐渐成为各国健全民主制度、提升公共治理效率的重要途径。以CNKI和WOS核心期刊收录文献为数据来源，对国内外公众参与研究的文献进行计量分析并绘制知识图谱，发现：在发文数量方面国内外文献数量大体相近，都呈现出多学科共同关注的态势；但从近五年关键词计量统计情况看，国内公众参与研究没有明显的重点和方向，缺乏理论本土化，研究方法较单一。对此，国内学界应加强合作，持续关注国外研究趋势，加强理论、方法的融合。

The Status Quo and Trends： Bibliometrics of Researches on Public Participation

Abstract： Public participation is gradually becoming an important way to improve the national democratic system and the efficiency of public governance. In order to examine the study of public participation， this paper makes a quantitative analysis of the research literature about public participation from the core journals of WOS and CNKI， and draws a knowledge map by Citespace. It is found that the number of relevant researches either at home or abroad is roughly similar， and such subject is concerned by many disciplines alike. But the statistics of the key words shows that， in the last five years， the researches on the domestic public participation present no strong tendency， the theories are not domesticated enough， and the research methods are relatively lacking in multiformity. In view of this， the author suggests that domestic scholars should have more cooperations， should pay a constant attention to current studies abroad， and should promote the integration of theory with practice.
改革开放以来，党和政府一直强调“公众的有序参与”，并将其作为推进中国特色民主政治的重要内容。公众参与不仅可以约束公共权力的滥用，还可以促使公共政策更加科学和民主，维护社会生活的和谐与安定，增强政府信任和政策认同。随着我国社会经济发展，公众对政治生活和社会生活的参与要求日益增强。近年，互联网信息技术的发展和各类社会化媒体的涌现，为公众参与公共事务提供了有利条件，国内外关于公众参与的实践案例越来越多。公众参与的活跃引起了国内外学术界的高度关注，并迅速成为学者们竞相关注的热点议题。经过这些年积累，国内外关于公众参与的研究取得了大量成果，为推进公众参与实践做出了巨大贡献。但目前国内从宏观视角关注公众参与研究状况的文献并不多，且时间间隔久，它们多采用定性分析方法，缺乏定量分析。鉴于此，本文立足于学术史角度，分别以CNKI（中国期刊全文数据库）和WOS（Web of Science）作为国内外期刊论文检索数据来源，运用文献计量法对国内外公众参与研究历程进行回顾，力图描绘公众参与研究发展过程及现状，并探索该领域未来的研究趋势，以期能对国内公众参与研究提供借鉴，促进国内公众参与研究和实践进一步发展。
一、国内公众参与研究本文以CNKI为国内公众参与研究分析统计的文献检索来源，编写检索式“篇名=公众参与or篇名=公民参与”，为了保证文献质量和可信度，笔者将文献界定为被中文核心期刊和CSSCI检索收录的期刊论文，在排除不符合本研究条件的数据后，最终获得1435篇学术论文（截止2016年1月1日）。据此，本文将以这些论文作为研究对象，并进行计量分析。
